Who Actually Downloaded It

Most of the people who downloaded it weren't from IT or security teams. They were plant engineers, controls engineers, HSE managers — people who work with PLCs and SCADA systems every day and have been quietly aware that something was wrong, but didn't have a framework for thinking about it.

Three Conversations That Stood Out

One engineer told us they'd been flagging USB media hygiene as a concern for two years. No one acted on it. They forwarded the chapter on removable media to their plant manager.

Another said they'd never thought of Modbus's lack of authentication as a vulnerability — they'd just accepted it as how industrial networks work.
